Dale L. Van Epps was born in Canandaigua, New York, graduated from the State University of New York at Albany with a Bachelor of Arts Degree in 1963 and from Albany Law School with a Juris Doctor Degree in 1966. His professional career includes serving as legal counsel for The Pyramid Companies, a major shopping center developer, and as a partner in the law firm of Hancock & Estabrook in Syracuse, specializing in representing commercial real estate developers and mortgage lenders, as well as his own real estate specialty law firm - Van Epps & Shulman.

In 1987, Mr. Van Epps left the private practice of law to form Pioneer Development Company with Michael J. Falcone. Over the ensuing years, Mr. Van Epps served as the partner-in-charge of all legal and finance activities of the Company, including land acquisition, leasing, zoning and right-to-build activities, and the obtaining of lines of credit and mortgage secured financing and management of company-owned properties.
